This volume includes several reports that have now been
generally accepted by scholars as having of historic value, such as the 1975
report on interest on demand deposits, which is now believed to have solved
the mystery of how the prohibition of such interest became law. Another report
describes the replacement of capital supervision by capital regulation in the
United States in 1983-84, a most significant event. And a closely related report
in 1991 picked up the story by analyzing the influence of the Basel Committee
over bank capital regulation in the U.S. Many of the other reports deal with
historical developments, such as the emergence of new antitrust laws in the
1960s and 1970s, and deposit interest regulation. The two most popular reports
in the Anniversary Edition, judging from reader response, is a spoof of the idea that
there really is a deposit insurance fund to which attention should be paid (“The
Education of Boris Ivanov,” a 1990 report), while the other was perhaps the
all-time favorite among readers: an open letter to Federal Reserve Board
Chairman Arthur Burns from Carter Golembe in 1972 (“Dear Arthur”) regarding the
Board’s rejection of the proposed acquisition of Golembe Associates by a major
bank holding company.

This volume contains 16 key reports issued during the years 1994-98, plus one previously unpublished report.
